In the prologue to The Lord of the Rings, Tolkien states specifically that "it is a strain of the herb nicotiana", i.e. tobacco.
During the 1960s, Tolkien fans among the counterculture began thinking that the use of "weed" and "leaf" to refer to Dofus Kamas pipe-weed and statements that implied that pipe-weed "dulled the mind" meant that it was actually marijuana; Tolkien vehemently rejected this claim.
The Wizard Gandalf learned to smoke pipe-weed from the Hobbits. In The Hobbit he turns smoke-rings into different colours. (In Peter Jackson's the Lord of the Rings:
The Fellowship of the Ring, he turns one into the form of a ship.) Saruman initially derided him for smoking, but at some point he took up the habit himself.
After the destruction of Isengard, pipe-weed is found among its stores, but the Hobbits Merry and Pippin fail to realize the sinister implications of the discovery that Saruman has had commerce with the Shire.
